Percy is intrinsically tied to water! It is always good for him, like getting a simultaneous boost to his HP, MP, and attack/accuracy/agility stats. In canon, it increases his energy and skill/will instantly heal most wounds. (For example -- pretty early on, he gets mauled by a group of Ares campers, but then stumbles into the saltwater creek at camp, and immediately his deep swordcuts heal and he suddenly has the energy and skill to kick the butts of more experienced campers. He's also shown to get the energy/skill factor from freshwater when he dumps a bottle of water on himself and is immediately able to disarm Luke in a practice demo, and shows the healing factor from freshwater when he jumps off the St. Louis Arch and is cured of chimera poison) Saltwater is better than freshwater; he feels drained after fighting in water, like coming off a sugar rush. As long as he’s underwater, he doesn’t experience things like… not being able to breathe, or depth pressure…

None of this applies to Styx-tier magical rivers :|

As opposed to the hydrokinesis regain, where Percy has to want and direct things, this is very passive. It just happens. So I’m powercapping the energized effect he gets from water to the equivalent of a two-shot-of-espresso-buzz and slowing down the healing factor. (Which means, sorry Citrine, but Percy is sleeping in the bathtub any time he gets hurt.)

As a note, I am not playing the moviecanon/gamecanon ability of "using water to heal other people."
